淵者，衆物之所生也，能深而不涸，則沈玉至。主者，人之所仰而生也，能寬裕純厚而不茍忮，則民人附。父母者，子婦之所受教也，能慈仁教訓而不失理，則子婦孝。臣下者，主之所用也，能盡力事上，則當於主。子婦者，親之所以安也，能孝弟順親，則當於親。故淵涸而無水，則沈玉不至。主苛而無厚，則萬民不附。父母暴而無恩，則子婦不親。臣下墮而不忠，則卑辱困窮。子婦不安親，則禍憂至。故淵不涸則所欲者至，涸則不至。故曰：「淵深而不涸，則沈玉極。」

桓公曰：「崢丘之戰，民多稱貸，負子息以給上之急，度上之求。寡人欲復業產，此何以洽？」管子對曰：「惟繆數爲可耳。」桓公曰：「諾。」令左右州曰：「表稱貸之家，皆堊白其門而高其閭。」州通之師執折箓曰：「君且使使者。」桓公使八使者式璧而聘之，以給鹽菜之用。稱貸之家皆齊首稽顙而問曰：「何以得此也？」使者曰：「君令曰：寡人聞之，《詩》曰『愷悌君子，民之父母』也。寡人有崢丘之戰。吾聞子假貸吾貧萌，使有以給寡人之急，度寡人之求。使吾萌春有以倳耜，夏有以決芸，而給上事，子之力也。是以式璧而聘子，以給鹽菜之用。故子中民之父母也。」稱貸之家皆折其券而削其書，發其積藏，出其財物，以振貧病，分其故貲，故國中大給。崢丘之謀也。此之謂繆數。

The result was I was engaged February 1, 1853, at a salary of thirty-five dollars a month as Mr. Scott's clerk and operator. A raise in wages from twenty-five to thirty-five dollars per month was the greatest I had ever known. The public telegraph line was temporarily put into Mr. Scott's office at the outer depot and the Pennsylvania Railroad Company was given permission to use the wire at seasons when such use would not interfere with the general public business, until their own line, then being built, was completed.

Protection has played a great part in the development of manufacturing in the United States. Previous to the Civil War it was a party question, the South standing for free trade and regarding a tariff as favorable only to the North. The sympathy shown by the British Government for the Confederacy, culminating in the escape of the Alabama and other privateers to prey upon American commerce, aroused hostility against that Government, notwithstanding the majority of her common people favored the United States. The tariff became no longer a party question, but a national policy, approved by both parties. It had become a patriotic duty to develop vital resources. No less than ninety Northern Democrats in Congress, including the Speaker of the House, agreed upon that point.
