堯曰：「咨！爾舜！天之曆數在爾躬，允執其中！四海困窮，天祿永終。」舜亦以命禹。曰：「予小子履，敢用玄牡，敢昭吿于皇皇后帝：有罪不敢赦。帝臣不蔽，簡在帝心！朕躬有罪，無以萬方；萬方有罪，罪在朕躬。」「周有大賚，善人是富。」「雖有周親，不如仁人；百姓有過，在予一人。」謹權量，審法度，脩廢官，四方之政行焉。興滅國，繼絕世，擧逸民，天下之民歸心焉。所重：民、食、喪、祭。寬則得眾，信則民任焉，敏則有功，公則說。

於是文帝從錯之言，令民入粟邊，六百石爵上造，稍增至四千石為五大夫，萬二千石為大庶長，各以多少級數為差。錯復奏言：「陛下幸使天下入粟塞下以拜爵，甚大惠也。竊恐塞卒之食不足用大渫天下粟。邊食足以支五歲，可令入粟郡縣矣；足支一歲以上，可時赦，勿收農民租。如此，德澤加於萬民，民俞勤農。時有軍役，若遭水旱，民不困乏，天下安寧；歲孰且美，則民大富樂矣。」上復從其言，乃下詔賜民十二年租稅之半。明年，遂除民田之租稅。 後十三歲，孝景二年，令民半出田租，三十而稅一也。其後，上郡以西旱，復修賣爵令，而裁其賈以招民；及徒復作，得輸粟於縣官以除罪。始造苑馬以廣用，宮室列館車馬益增修矣。然婁敕有司以農為務，民遂樂業。

旗物尚黑，兵尚脅盾，刑則游仰灌流。察數而知治，審器而識勝，明謀而適勝，通德而天下定。定宗廟，育男女，官四分，則可以立威行德，制法儀，出號令。至善之爲兵也，非地是求也，罰人是君。立義而加之以勝，至威而實之以德，守之而後脩，勝心焚海內。民之所利立之，所害除之，則民人從。立爲六千里之侯，則大人從。使國君得其治，則人君從。會請命於天，地知氣和，則生物從。計緩急之事，則危危而無難。明於器械之利，則涉難而不變。察於先後之理，則兵出而不困。通於出入之度，則深入而不危。審於動靜之務，則功得而無害也。著於取與之分，則得地而不執。慎於號令之官，則舉事而有功。此居於圖北方方外。
