凡將舉事，令必先出，曰事將爲。其賞罰之數必先明之，立事者謹守令以行賞罰。計事致令，復賞罰之所加，有不合於令之所謂者，雖有功利，則謂之專制，罪死不赦。首事既布，然後可以舉事。
