聖人之所以爲聖人者，善分民也。聖人不能分民，則猶百姓也，於己不足，安得名聖！是故有事則用，無事則歸之於民，唯聖人爲善託業於民。民之生也，辟則愚，閉則類。上爲一，下爲二。
