令未布而民或爲之，而賞從之，則是上妄予也。上妄予則功臣怨，功臣怨而愚民操事於妄作，愚民操事於妄作，則大亂之本也。令未布而罰及之，則是上妄誅也。上妄誅則民輕生，民輕生則暴人興，曹黨起而亂賊作矣。令已布而賞不從，則是使民不勸勉、不行制、不死節。民不勸勉、不行制、不死節，則戰不勝而守不固；戰不勝而守不固，則國不安矣。令已布而罰不及，則是教民不聽。民不聽則彊者立，彊者立則主位危矣。故曰：憲律制度必法道，號令必著明，賞罰必信密，此正民之經也。
