凡人主者，猛毅則伐，懦弱則殺。猛毅者何也？輕誅殺人之謂猛毅。懦弱者何也？重誅殺人之謂懦弱。此皆有失彼此。凡輕誅者殺不辜，而重誅者失有罪。故上殺不辜，則道正者不安；上失有罪，則行邪者不變。道正者不安，則才能之人去亡；行邪者不變，則羣臣朋黨。才能之人去亡，則宜有外難；羣臣朋黨，則宜有內亂。故曰：猛毅者伐，懦弱者殺也。
