故天道不行，屈不足從。人事荒亂，以十破百。器備不行，以半擊倍。故軍爭者不行於完城池，有道者不行於無君。故莫知其將至也，至而不可圍。莫知其將去也，去而不可止。敵人雖衆，不能止待。治者所道富也，治而未必富也，必知富之事，然後能富。富者所道强也，而富未必强也，必知强之數，然後能强。强者所道勝也，而强未必勝也，必知勝之理，然後能勝。勝者所道制也，而勝未必制也，必知制之分，然後能制。是故治國有器，富國有事，强國有數，勝國有理，制天下有分。
