爲人君者，倍道棄法而好行私，謂之亂。爲人臣者，變故易常而巧官以諂上，謂之騰。亂至則虐，騰至則北。四者有一至，敗，敵人謀之。則故施舍優猶以濟亂，則百姓悅。選賢遂材而禮孝弟，則姦僞止。要淫佚，別男女，則通亂隔。貴賤有義，倫等不踰，則有功者勸。國有常式，故法不隱，則下無怨心。此五者，興德匡過，存國定民之道也。
