問曰：「古之時與今之時同乎？」曰：「同。」「其人同乎？不同乎？」曰：「不同。可與政其誅。俈、堯之時，混吾之美在下，其道非獨出人也。山不同而用掞，澤不弊而養足。耕以自養，以其餘應良天子，故平。牛馬之牧不相及，人民之俗不相知，不出百里而來足。故卿而不理，靜也。其獄一踦腓、一踦屨而當死。今周公斷滿稽，斷首滿稽，斷足滿稽，而死民不服，非人性也，敝也。地重人載，毀敝而養不足，事末作而民興之，是以下名而上實也。聖人者，省諸本而游諸樂。大昏也，博夜也。」
