萬世之國，必有萬世之實。必因天地之道，無使其內，使其外，使其小，毋使其大，棄其國寶。使其大，貴一與而聖稱其寶。使其小，可以爲道。能則專，專則佚。椽能踰則椽於踰，能宮則不守而不散。衆能伯，不然將見對。君子者，勉於糺人者也，非見糺者也。故輕者輕，重者重，前後不慈。凡輕者，操實也。以輕則可使，重不可起，輕重有齊。重以爲國，輕以爲死。毋全祿貧國而用不足，毋全賞好德，惡亡使常。」
