人死則易云，生則難合也。故一爲賞，再爲常，三爲固然。其小行之則俗也，久之則禮義。故無使下當上必行之，然後移商人於國，非用人也。不擇鄉而處，不擇君而使，出則從利，入則不守。國之山林也，則而利之。市塵之所及，二依其本。故上侈而下靡，而君臣相上下。相親，則君臣之財不私藏。然則貪動，枳而得食矣。徙邑移市，亦爲數一。
