故主有三術。夫愛人不私賞也，惡人不私罰也，置儀設法以度量斷者，上主也。愛人而私賞之，惡人而私罰之，倍大臣，離左右，專以其心斷者，中主也。臣有所愛而爲私賞之，有所惡而爲私罰之，倍其公法，損其正心，專聽其大臣者，危主也。故爲人主者，不重愛人，不重惡人。重愛曰失德，重惡曰失威。威德皆失，則主危也。
