聖人者，明於治亂之道，習於人事之終始者也。其治人民也，期於利民而止，故其位齊也。不慕古，不留今，與時變，與俗化。夫君人之道，莫貴於勝。勝故君道立，君道立然後下從，下從故教可立而化可成也。夫民不心服體從，則不可以禮義之文教也。君人者不可以不察也。
