桓公曰：「我欲勝民，爲之奈何？」管仲對曰：「此非人君之言也。勝民爲易，夫勝民之爲道，非天下之大道也。君欲勝民，則使有司疏獄而謁，有罪者償，數省而嚴誅，若此則民勝矣。雖然，勝民之爲道，非天下之大道也。使民畏公而不見親，禍亟及於身，雖能不久，則人持莫之弒也，危哉！君之國岋乎！」
