桓公謂管仲曰：「吾欲伐大國之不服者，奈何？」管仲對曰：「先愛四封之內，然後可以惡竟外之不善者。先定卿大夫之家，然後可以危鄰之敵國。是故先王必有置也，然後有廢也。必有利也，然後有害也。」桓公踐位，令釁社塞禱。祝鳧、已疪獻胙。祝曰：「除君苛疾，與若之多虛而少實。」桓公不說，瞑目而視祝鳧、已疪。祝鳧、已疪授酒而祭之。曰：「又與君之若賢。」桓公怒，將誅之而未也，以復管仲。管仲於是知桓公之可以霸也。
