夫法者，所以興功懼暴也。律者，所以定分止爭也。令者，所以令人知事也。法律政令者，吏民規矩繩墨也。夫矩不正，不可以求方。繩不信，不可以求直。法令者，君臣之所共立也。權勢者，人主之所獨守也。故人主失守則危，臣吏失守則亂。罪決於吏則治，權斷於主則威，民信其法則親。是故明王審法慎權，下上有分。
