夫法之制民也，猶陶之於埴，冶之於金也。故審利害之所在，民之去就，如火之於燥濕，水之於高下。夫民之所生，衣與食也。食之所生，水與土也。所以富民有要，食民有率。率三十畝而足於卒歲，歲兼美惡，畝取一石，則人有三十石。果蓏素食當十石，糠粃六畜當十石，則人有五十石。布帛麻絲，旁入奇利，未在其中也。故國有餘藏，民有餘食。夫敘鈞者，所以多寡也。權衡者，所以視重輕也。戶籍田結者，所以知貧富之不訾也。故善者必先知其田，乃知其人。田備然後民可足也。
