濟濟者，誠莊事斷也。多士者，多長者也。周文王誠莊事斷，故國治。其羣臣明理以佐主，故主明。主明而國治，竟內被其利澤。殷民舉首而望文王，願爲文王臣。故曰：「濟濟多士，殷民化之。」
