主之所以爲功者，富强也。故國富兵强，則諸侯服其政，鄰敵畏其威。雖不用寶幣事諸侯，諸侯不敢犯也。主之所以爲罪者，貧弱也。故國貧兵弱，戰則不勝，守則不固。雖出名器重寶以事鄰敵，不免於死亡之患。故曰：「主功有素，寶幣奚爲！」
