明主度量人力之所能爲而後使焉，故令於人之所能爲則令行，使於人之所能爲則事成。亂主不量人力，令於人之所不能爲，故其令廢；使於人之所不能爲，故其事敗。夫令出而廢，舉事而敗，此强不能之罪也。故曰：「毋强不能。」
