明主內行其法度，外行其理義，故鄰國親之，與國信之，有患則鄰國憂之，有難則鄰國救之。亂主內失其百姓，外不信於鄰國，故有患則莫之憂也，有難則莫之救也，外內皆失，孤特而無黨，故國弱而主辱。故曰：「獨國之君，卑而不威。」
