凡衆者，愛之則親，利之則至。是故明君設利以致之，明愛以親之。徒利而不愛，則衆至而不親；徒愛而不利，則衆親而不至。愛施俱行，則說君臣，說朋友，說兄弟，說父子。愛施所設四，固不能守。故曰：「四說在愛施。」
