凡人君者，欲衆之親上鄉意也，欲其從事之勝任也。而衆者不愛則不親，不親則不明，不教順則不鄉意。是故明君兼愛以親之，明教順以道之，便其勢、利其備、愛其力而勿奪其時以利之。如此，則衆親上鄉意，從事勝任矣。故曰：「兼愛無遺，是謂君心。必先順教，萬民鄉風。旦暮利之，衆乃勝任。」
