法度者，主之所以制天下而禁姦邪也，所以牧領海內而奉宗廟也。私意者，所以生亂長姦而害公正也，所以壅蔽失正而危亡也。故法度行則國治，私意行則國亂。明主雖心之所愛，而無功者不賞也；雖心之所憎，而無罪者弗罰也。案法式而驗得失，非法度不留意焉。故《明法》曰：「先王之治國也，不淫意於法之外。」
