明主者，一度量，立表儀，而堅守之，故令下而民從。法者，天下之程式也，萬事之儀表也。吏者，民之所懸命也。故明主之治也，當於法者賞之，違於法者誅之。故以法誅罪，則民就死而不怨；以法量功，則民受賞而無德也。此以法舉錯之功也。故《明法》曰：「以法治國，則舉錯而已。」
