國之所以亂者，廢事情而任非譽也。故明主之聽也，言者責之以其實，譽人者試之以其官。言而無實者誅，吏而亂官者誅。是故虛言不敢進，不肖者不敢受官。亂主則不然，聽言而不督其實，故羣臣以虛譽進其黨；任官而不責其功，故愚汙之吏在庭。如此，則羣臣相推以美名，相假以功伐，務多其佼，而不爲主用。故《明法》曰：「主釋法以譽進能，則臣離上而下比周矣。以黨舉官，則民務佼而不求用矣。」
