亂主不察臣之功勞，譽衆者則賞之；不審其罪過，毀衆者則罰之。如此者，則邪臣無功而得賞，忠臣無罪而有罰。故功多而無賞，則臣不務盡力；行正而有罰，則賢聖無從竭能。行貨財而得爵祿，則汙辱之人在官。寄託之人不肖而位尊，則民倍公法而趨有勢。如此，則慤愿之人失其職，而廉潔之吏失其治。故《明法》曰：「官之失其治也，是主以譽爲賞，而以毀爲罰也。」
