主無術數則羣臣易欺之，國無明法則百姓輕爲非。是故姦邪之人用國事，則羣臣仰利害也。如此，則姦人爲之視聽者多矣，雖有大義，主無從知之。故《明法》曰：「佼衆譽多，外內朋黨，雖有大姦，其蔽主多矣。」
