明主者，使下盡力而守法分，故羣臣務尊主而不敢顧其家。臣主之分明，上下之位審，故大臣各處其位而不敢相貴。亂主則不然，法制廢而不行，故羣臣得務益其家。君臣無分，上下無別，故羣臣得務相貴。如此者，非朝臣少也，衆不爲用也。故《明法》曰：「國無人者，非朝臣衰也，家與家務相益，不務尊君也，大臣務相貴而不任國也。」
