人主之張官置吏也，非徒尊其身，厚奉之而已也，使之奉主之法，行主之令，以治百姓而誅盜賊也。是故其所任官者大，則爵尊而祿厚；其所任官者小，則爵卑而祿薄。爵祿者，人主之所以使吏治官也。亂主之治也，處尊位，受奉祿，養所與佼，而不以官爲務。如此者，則官失其能矣。故《明法》曰：「小臣持祿養佼，不以官爲事，故官失職。」
