明主之治也，審是非，察事情，以度量案之。合於法則行，不合於法則止。功充其言則賞，不充其言則誅。故言智能者，必有見功而後舉之；言惡敗者，必有見過而後廢之。如此，則士上通而莫之能妬，不肖者困廢而莫之能舉。故《明法》曰：「能不可蔽，而敗不可飾也。」
