明主之道，立民所欲，以求其功，故爲爵祿以勸之；立民所惡，以禁其邪，故爲刑罰以畏之。故案其功而行賞，案其罪而行罰。如此，則羣臣之舉，無功者不敢進也；毀，無罪者不能退也。故《明法》曰：「譽者不能進，而誹者不能退也。」
