人臣之所以畏恐而謹事主者，以欲生而惡死也。使人不欲生，不惡死，則不可得而制也。夫生殺之柄專在大臣而主不危者，未嘗有也。故治亂不以法斷而決於重臣，生殺之柄不制於主而在羣下，此寄生之主也。故人主專以其威勢予人，則必有劫殺之患；專以其法制予人，則必有亂亡之禍。如此者，亡主之道也。故《明法》曰：「專授則失。」
