凡輕重之大利，以重射輕，以賤泄平。萬物之滿虛，隨財准平而不變。衡絕則重見。人君知其然，故守之以准平。使萬室之都必有萬鍾之藏，藏繈千萬。使千室之都必有千鍾之藏，藏繈百萬。春以奉耕，夏以奉芸，耒耜械器鍾饟糧食畢取贍於君。故大賈蓄家不得豪奪吾民矣。然則何？君養其本謹也。春賦以斂繒帛，夏貸以收秋實，是故民無廢事，而國無失利也。
