桓公問管子曰：「今有海內，縣諸侯，則國勢不用已乎？」管子對曰：「今以諸侯爲䇡，公州之飾焉。以乘四時，行捫牢之筴，以東西南北相彼，用平而准。故曰：爲諸侯，則高下萬物，以應諸侯。徧有天下，則賦幣以守萬物之朝夕，調而已利。有足則行，不滿則有止。王者鄉州以時察之，故利不相傾，縣死其所，君守大奉一，謂之國簿。」
