桓公又問於管子曰：「有人教我，謂之請士。曰：『何不官百能？』」管子對曰：「何謂百能？」桓公曰：「『使智者盡其智，謀士盡其謀，百工盡其巧。』若此，則可以爲國乎？」管子對曰：「請士之言非也。祿肥則士不死，幣輕則士簡賞，萬物輕則士偷幸。三怠在國，何數之有？彼穀十藏於上，三游於下，謀士盡其慮，智士盡其知，勇士輕其死，請士所謂妄言也。不通於輕重，謂之妄言。」
