桓公問管子曰：「特命我曰：『天子三百領，泰嗇而散。大夫准此而行。』此如何？」管子曰：「非法家也。大夫高其壟，美其室，此奪農事及市庸，此非便國之道也。民不得以織爲縿綃，而貍之於地。彼善爲國者，乘時徐疾而已矣，謂之國會。」
