桓公問於管子曰：「吾欲富本而豐五穀，可乎？」管子對曰：「不可。夫本富而財物衆，不能守則稅於天下；五穀興豐，巨錢而天下貴，則稅於天下，然則吾民常爲天下虜矣。夫善用本者，若以身濟於大海，觀風之所起，天下高則高，天下下則下。天高我下，則財利稅於天下矣。」
