管子曰：「善正商任者省有肆，省有肆則市朝閒，市朝閒則田野充，田野充則民財足，民財足則君賦歛焉不窮。今則不然，民重而君重，重而不能輕；民輕而君輕，輕而不能重。天下善者不然，民重則君輕，民輕則君重。此乃財餘以滿不足之數也。故凡不能調民利者，不可以爲大治。不察於終始，不可以爲至矣。動左右以重相因，二十，國之筴也。鹽鐵二十，國之筴也。錫金二十，國之筴也。五官之數，不籍於民。」
