桓公問於管子曰：「輕重之數惡終？」管子對曰：「若四時之更舉，無所終。國有患憂，輕重五穀以調用，積餘臧羨以備賞。天下賓服，有海內，以富誠信仁義之士。故民高辭讓，無爲奇怪者。彼輕重者，諸侯不服以出戰，諸侯賓服以行仁義。」
