管子曰：「一歲耕，五歲食，粟賈五倍。一歲耕，六歲食，粟賈六倍。二年耕，而十一年食。夫富能奪，貧能予，乃可以爲天下。且爲天下者，處茲行茲，若此而天下可壹也。夫天下者，使之不使，用之不用。故善爲天下者，毋曰使之，使不得不使；毋曰用之，使不得不用也。」
