管子曰：「善爲國者，如金石之相舉，重鈞則金傾，故治權則勢重，治道則勢羸。今穀重於吾國，輕於天下，則諸侯之自泄，如原水之就下。故物重則至，輕則去。有以重至而輕處者。我動而錯之，天下即已於我矣。物臧則重，發則輕，散則多。幣重則民死利，幣輕則決而不用，故輕重調於數而止。」
