桓公憂北郭民之貧，召管子而問曰：「北郭者，盡屨縷之甿也，以唐園爲本利，爲此有道乎？」管子對曰：「請以令禁百鍾之家，不得事鞽；千鍾之家，不得爲唐園；去市三百步者，不得樹葵菜。若此，則空閒有以相給資，則北郭之甿，有所讎其手搔之功，唐園之利。故有十倍之利。」
