桓公曰：「天下之國，莫彊於越。今寡人欲北舉事孤竹、離枝，恐越人之至，爲此有道乎？」管子對曰：「君請遏原流，大夫立沼池，令以矩游爲樂，則越人安敢至？」桓公曰：「行事奈何？」管子對曰：「請以令隱三川，立員都，立大舟之都。大身之都有深淵，壘十仞，令曰：『能游者賜千金。』」未能用金千，齊民之游水不避吳、越。桓公終北舉事於孤竹、離枝，越人果至，隱曲薔以水齊。管子有扶身之士五萬人，以待戰於曲薔，大敗越人。此之謂水豫。
