齊之北澤燒，火光照堂下。管子入賀桓公曰：「吾田野辟，農夫必有百倍之利矣。」是歲租稅九月而具，粟又美。桓公召管子而問曰：「此何故也？」管子對曰：「萬乘之國，千乘之國，不能無薪而炊。今北澤燒，莫之續，則是農夫得居裝而賣其薪蕘，一束十倍。則春有以倳耜，夏有以決芸。此租稅所以九月而具也。」
