桓公曰：「曲防之戰，民多假貸而給上事者。寡人欲爲之出賂，爲之奈何？」管子對曰：「請以令令富商蓄賈百符而一馬，無有者取於公家。若此，則馬必坐長，而百倍其本矣。是公家之馬不離其牧皁，而曲防之戰賂足矣。」
