初，先是往十餘歲河決觀，梁楚之地固已數困，而緣河之郡隄塞河，輒決壞，費不可勝計。其後番系欲省底柱之漕，穿汾、河渠以為溉田，作者數萬人；鄭當時為渭漕渠回遠，鑿直渠自長安至華陰，作者數萬人；朔方亦穿渠，作者數萬人：各歷二三期，功未就，費亦各巨萬十數。
