其明年，山東被水菑，民多饑乏，於是天子遣使者虛郡國倉廥以振貧民。猶不足，又募豪富人相貸假。尚不能相救，乃徙貧民於關以西，及充朔方以南新秦中，七十餘萬口，衣食皆仰給縣官。數歲，假予產業，使者分部護之，冠蓋相望。其費以億計，不可勝數。於是縣官大空。
