初，大農筦鹽鐵官布多，置水衡，欲以主鹽鐵；及楊可告緡錢，上林財物眾，乃令水衡主上林。上林既充滿，益廣。是時越欲與漢用船戰逐，乃大修昆明池，列觀環之。治樓船，高十餘丈，旗幟加其上，甚壯。於是天子感之，乃作柏梁臺，高數十丈。宮室之修，由此日麗。
