大夫曰：「古之立國家者，開本末之途，通有無之用，市朝以一其求，致士民，聚萬貨，農商工師各得所欲，交易而退。易曰：『通其變，使民不倦。』故工不出，則農用乏；商不出，則寶貨絕。農用乏，則穀不殖；寶貨絕，則財用匱。故鹽、鐵、均輸，所以通委財而調緩急。罷之，不便也。」
